五十年代的北方某地，境外间谍机关委派女特务李文英（白玫饰）潜入我东北地区，企图组织敌特空投。此时正值全国镇反运动期间，李的行动处处碰壁。正在此时，我侦察员冯广发（王心刚饰）假借生意亏本而结识了李文英，经过几次试探和考验，冯取得李的信任。李委派他去香港和上司孙威廉（浦克饰）接头，老奸巨猾的孙对冯仍心存疑虑，布下各种刁难考验冯，冯心地坦然且不露破绽，终蠃孙的信任。美国间谍皮斯利（车轩饰）却仍对冯的真实身份有怀疑，他用美国所谓的“心理测谎器”对冯进行强大的心理攻势，冯最终经受住了考验。疑心未消的敌人在几天后的一个夜晚，假借送其潜回大陆，在船上演出了一套“苦肉计”，又被冯识破。从此，敌人黔驴技穷，彻底相信了冯广发，并委以重任......
